Instructions You are a lobbyist for an issue that you find important. For example, you would like to see the banning of smoking in federal buildings (Note: This policy has already been enacted.) You are going to make an informational pamphlet to highlight your points to prominent members of Congress. Research members of Congress that you will target in your lobbying. Explain why these members are critical to your goal. Make a plan of action and produce a pamphlet supporting your cause. Who will you be reaching out to? Why? Write a cover letter to a Congressional member and include your reasoning for reaching out to them in particular in the letter. Remember a lobbyist is only as good as the information they provide. A lobbyist who provides incomplete or unreliable information will soon be unemployed, or lose access to officials. For example, maybe your research showed that this representative sponsored legislation on this issue in the past. Pamphlet should: Define the problem. Tells us exactly what the problem is. Detail its urgency and provide data. Be objective. Analyze the problem. Provide relevant data. Tell us how to make sense of the data. Provide any findings Offer a recommendation. Do not generalize. For this discussion topic, I recently came across the Vox article (linked below) by Ian Millhiser entitled, “11 ways to fix America’s fundamentally broken democracy,” that I thought would be a good touch point for this round of our online discussions.  Please read through the recommendations presented by Millhiser.  Once you have done so, pick one or two of the reforms he suggests and critique them for a) their ability to “fix” democracy as he contends, and b) comment on whether you think these reforms’ impacts would move government in a more liberal or conservative direction. For the most part, Milhiser proposes a  set of procedural reforms, implying that democracy is broken because of the procedures that we use.  Ultimately, however, changing the rules can change the substantive outcomes of the democratic process (moving policy away from, or closer to, the will of the people or in one policy direction or another).  One thing to note is that rule changes can help certain groups within a contemporary constellation of interests, but future preferences may change and the rules could move policy away from the very groups’ preferences that felt the rule change would help them at the time.  In short, don’t just think about what groups or interests would be aided now, but also how these rule changes would play out decades from now.

It is highly concerning that some of you still talk about a “research paper”. I think that we made the differences between all these terms and the various steps very clear. The finalized research rationale, research question and literature review mentioned above must be edited based on my previous comments and suggestions. I am not accepting any new research question at this time. This is way too late in the term. For the last time: A research question cannot be created out of nowhere. You need to go through the initial research step and through the first scan of the literature. The research question’s specificity and, above all, its relevance must be clearly delineated and explained. I still see way too many papers whose bibliography looks like a random list of names or URL with most of the reference information missing. The issue is the same with in-text references, footnotes, and endnotes. For the last time: As per syllabus and as per our many discussions since the beginning of the term, you must use one proper reference system and stick to it: APA; MLA; or Chicago Style. Any finalized research design that will not have a proper bibliography using a proper reference system will be graded with the letter-grade of “F”.
