U.S. Supreme Courts and Lower Federal Courts
Read Case 13.2: SCOTUS and Below: Comparing the U.S. Supreme Court and Lower Federal Courts Contribution to policy making, policy analysis, and the decision-making process in the Public Administration. Write a 1,050 to 1,400-word paper that addresses each of the following: Compare the roles of the U.S. Supreme Court and the lower federal courts and the effects each has on influencing the policy-making and decision-making process in the public sector. Assess their relative contributions to public administration and the overall public sector policy process. As the author notes, the lower courts are typically the last stop for more than 99% of all cases, whoever shapes the judiciary before SCOTUS could well make it the most quiet but lasting legacy. If you wanted to maximize your impact on policy making and decision-making in the public sector, where you would invest most of your energy? Hint: Youd want to focus on both the Supreme Court and lower courts but weigh how to balance the headline-grabbing potential of the Supreme Court with the fact that the lower courts decide most of the judicial questions. Format your paper consistent with APA guidelines.

Humanitarian Intervention
This essay should be written in the form of a speech on behalf of the ambassador to the UN from Nigeria in 1994. This role is based on “The Needs of Others” reacting to the past game and should aim to highlight UNAMIR’s aim in Rwanda in April 1994 due to the mass genocide and lack of sovereignty that occurred. Although the Ambassador of Nigeria cannot financially support the proposal to reinforce UNAMIR or otherwise aid Rwanda being a poor country itself that lacks financial and military funds, this speech should speak in favour and respect for the protection of human rights and sovereignty for African citizens who had been oppressed. You are asking the UN to protect the rights of smaller countries, which implies a respect for sovereignty. This essay should include three sources: “The Liberal Case For Humanitarian Intervention” by Fernando R. Teson, UN Charter, and “Convention on the Prevention and Punishment of the Crime of Genocide”. Note: This speech should be written as if it is given by the ambassador to the UN from Nigeria in April 1994.

Politics
Issue: The United States and Iran have had a long and convoluted relationship marked by acts of aggression, cooperation and sanctions. From the Iran hostage crisis to the Iran- Contra scandal, to most recently negotiations of nuclear arms proliferation and abandonment to unilateral sanctions, the United States has often sought to destabilize Iran and its role in the region while maintaining that it is most interested in securing peace for the region and globally. Iran has argued that it has fought to protect its Islamic Revolution from foreign imperial interference and that its refusal to do the bidding of the United States keeps it as a constant target. It has also accused the United States of starting numerous proxy wars, funding its regional enemies to undermine Iran. Despite these tensions, there have been moments of cooperation between the two nations, although under the Trump administration, bilateral relations have only worsened and have even led to threatened hostilities. The future of US-Iran relations remains uncertain, while demands for more humanitarian policies towards the nations and between them abound. Overview of assignment: Each side will research and present the arguments of the nation you have been assigned. You will act as government officials representing your government before an international forum (you can choose the forum, just make sure its an appropriate one). You will present your arguments and try to convince the trier of fact (in this case, your classmates not participating in the presentation will serve as the jury) that your position is the correct one. You will present both your arguments and any defenses you think appropriate.
