Imagine that the fictional state of Bazalia is considering an amendment to its state constitution concerning victims rights as follows: Victims of violent crime, or if such victim is deceased, such victims immediate family member, shall have the right of final approval for any plea offer tendered to a defendant when made by a prosecutor who is directly responsible for the criminal prosecution of the matter in which the victim is named. No plea offer shall be tendered absent approval by such victim, or victims immediate family, when proper notice has been accomplished.
