Explain fully. 2. Many historians argue that, by 1864, the Union army had moved to a policy of total war. What is meant by “limited war” and “total war”? What role did Ulysses S. Grant and William T. Sherman have on war policy by late 1863, and just what was their plan? Was theirs a plan for “total war”? What was the Confederacy’s response? Explain fully.
